The article Civil Society and Information is presenting kind of framework for citizenship information and public sphere analysis in Lithuania. The problems of citizenship information needs (both - objective and subjective) are discussed alongside with the problem of information rights. The public sphere is presented as an important condition of providing the information for the first phase in the processing of a citizen 's concern when the intention to act is prepared.
